To be eligible for 461 Visa, the applicant must satisfy the following criteria:

Must be a non-New Zealand citizen.

Must be a family member of a New Zealand citizen.

The New Zealand citizen family member is either living in Australia as a holder of a special category visa or will be granted one upon arrival in Australia.

New Zealand Relative Visa does not lead to permanent residency, and you will have to apply for another visa subclass which suits your circumstances if intending to remain in Australia permanently. Once the expires, it can be renewed.
