457 Visas to assist Floods Cleanup?

In the wake of the recent Queensland floods, and the subsequent massive clean up and redevelopment operation, it will only add to the skills shortage in the State, and subsequently draw skilled workers from other States. So what are DIAC doing to assist?

DIAC have released the following press release on the 457 visa http://www.immi.gov.au/skilled/flood-reconstruction.htm
According to DIAC "The government has announced fast-track processing of 457 visa applications specifically for reconstruction jobs in flood-affected areas, providing quick access to skilled overseas labour where local supply is insufficient". So in essence they will speed up the process  for 457 visa sponsorships, nominations and visa applications. DIAC will also provide assistance to employers for the process. However, no related migration legislation have been proposed.

But could more be done? Could the 457 application criteria be relaxed for the State, for the estimated recovery period (1 - 2 years)? For example, the 457 sponsorship training benchmark? What about the market salary level - should this be relaxed? What's your opinion?
