The applicant must have an occupation listed on the Medium and Long-term Strategic Skills List (MLTSSL) to qualify for relative sponsorship for a Subclass 489 visa.
With sponsorship from a State/Territory government, the applicant will have to live for 2 years (12 months spent working full time) in a Regional or Low Growth area. The applicant must have an occupation listed on that State/Territory's list of eligible occupations, and meet any special requirements (e.g. work experience) they may have. Also, the occupation has to be listed on the Medium and Long-term Strategic Skill List (MLTSSL) or the Short-term Skilled Occupation List (STSOL) also subject to the occupation-specific exclusions in the relevant instrument.
Eligibility:
The primary applicant must:
(1)be between the ages of 18 and 44.
(2)at least obtained 6.0 across all 4 components of IELTS (or equivalent in the other accredited English testing) or higher.
(3)Have a positive skills assessment for an occupation listed on the Medium and Long-term Strategic Skills List (MLTSSL) or the Short-term Skilled Occupation List (STSOL) for the state or territory government agency nominated pathway or on MLTSSL for the family-sponsored pathway.
(4)meet the minimum required points which are 60 points in the Points Test.
(5)submit Expression of Interest (EOI) via SkillSelect.
(6)be sponsored by either an eligible relative living inside a designated area or be sponsored by a State/Territory.
(7)invited by the department to submit a visa application.
(8)meet the health, public interest, character, and special return criteria.
Conditions:
Skilled Regional Provisional Visa (Subclass 489) is a temporary visa valid for four years. The applicant must live 2 years (working full time for at least 12 months) in a Regional or Low Growth area to be eligible for permanent residency under a Subclass 887 visa. If sponsored by a relative, the applicant's choice of place of residence expands to Designated Areas as well.

Employment Prospects:
The Skilled Regional (Provisional) visa is generally used for applicants who do not have enough points to apply for the Skilled Independent Visa (Subclass 189) (Points-tested) Stream, or Skilled Nominated Visa (Subclass 190). It is a stepping stone to PR and is used to fill Regional skill and worker shortages. In our experience, work opportunities can be limited to this visa depending on your skill set.
